CULTURAL POLICY

       The other reality of no less importance of contemporary Azerbaijan is multinational and policonfessional composition of its population. Only in Baku over twenty various cultural societies function, among which: Russian, Ukrainian, Kurdish, Lacks, Lezghin, Slavic, Tats, Tatar, Georgian, Inghiloy, Talish, Avarian, the society of Akhiska Turks, the society of European Jews, mountain Jews, the Georgian Jews, the German cultural society. The quantity of such societies in the whole country is much higher, practically they exist in all territories in which ethnic minorities compactly inhabit. Basic attitudes of national policy put in the Constitution of the Republic of Azerbaijan, which provides equality of all citizens not depending on their ethnical and racial belonging. Most of all, during many centuries due to historical, economical and cultural peculiarities typical for Azerbaijan, psychological status of the country’s population have been forming in the terms of tolerance and respect to cultures of other ethnic groups and national minorities. Genetic memory of Azerbaijan people, keeping in its consciousness the stages of going through three religions – Zoroastrism, Christianity and Islam – is also the factor of no small importance for creating balanced organic intercultural communications both within the country and on the international arena. At present, the project “Cultural pluralism in Azerbaijan” is implementing in the Ministry of Culture with the support of OSCE. In this project it is planned to display the whole ethnic and cultural diversity of the country. Attracting to its implementation different cultural societies of different national minorities, the Ministry of Culture realizes one of its very important strategic issues – developing and supporting intercultural dialogue.

       Considering culture as an important factor of development and harmonization of the society, the Ministry of Culture takes an active part in developing the State Program poverty’s reducing. In this program the measures, directed to the development of the branch as a whole, to reducing the rate of unemployment in the cultural sphere, to revival of national crafts in the regions, to creation of modern material base for restoration and preservation of monuments, to progress the sphere of cultural tourism, which is new for the Ministry of Culture, are stipulated.

        State priorities of state policy in the cultural sphere concentrated, as a rule, in three main directions:

       Preservation of cultural and historical heritage, which is in this context considered by us not only as the monuments of architecture and history, but also as the whole infrastructure of cultural institutions: theaters, concert halls, museums, libraries, houses of culture, clubs and the branched network of multi-level system of special musical and artistic education. The Fund of highly qualified specialists is national property.

       Supporting the creativity and providing the conditions for continuity of artistic production.

       Development and movement of cultural process, search and intrusion of new forms of administering culture, working innovative methods and its adaptation to the terms of national cultural policy.

       In other words, preservation of the past, supporting and developing the present and tendency to the future are the main strategic objectives of contemporary cultural policy of Azerbaijan. Consistent democratization of the society, integration of the country into the world community, increasing understanding and perception of culture as an inseparable factor of human development, and, probably, the most important – forming of new generation, non-concerned by the inertia of the past years, gives the basis for optimistic prognoses.
